Let’s suppose that if you order your kingdom people to hostile your enemies, so your tribe will defiantly do this, if you again order them to attack any tribe then they should be doing it. Besides that, you can give different orders to your citizens, so that they will have to do all the work properly and there should be no problem in it. You can also able to alter your tertiary, create forest, mountains, and bridges to connect different points within the map.
